This old report (1949) describes a disease similar to rose wilt. Since nothing similar has been seen since, the record can be considered as very dubious. In any case, EPPO no longer supports the view that there is a specific pest causing rose wilt, and the non-confirmation by the Czech Plant Protection Service just enhances this view.
